HSNP is a three-year pilot programme of the Kenyan Government to help 60,000 “food insecure” poor people in the northern districts of Turkana, Marsabit, Mandera, and Wajir. The programme is funded by UKAid from the Department for International Development (DFID) and provides vulnerable individuals with cash to help stabilize their household finances. This report describes the implementation challenges associated with setting up a payments network to distribute cash grants for vulnerable households in Northern Kenya under the Hunger Safety Net Program (HSNP).
