In May 2010, Financial Sector Deepening (FSD) Kenya contracted DAI to undertake a study to determine the impact of a Group Savings and Loan (GSL) programme implemented by CARE International in Kenya (CARE). FSD had supported this programme and wanted to determine the impact of the project on users’ livelihoods and to assess the potential market for GSLs so as to inform a scale up. GSLs, also known as village savings and loans associations (VSLAs) are a simple community-based financial intermediation model pioneered by CARE in Niger. With support from FSD Kenya, CARE was to refine its basic model and test innovative delivery channels for training groups to improve overall cost effectiveness.
